The Wilton/Cosumnes Parks and Recreation Advisory Council invites your organization to participate in the first Annual Wilton Winter Festival for 2009.  The Council would like as many Wiltonites to be part of this special day.  We will hold this Festival on Saturday, December 5, 2009

The Council envisions Arts and Crafts pertaining to the Christmas Spirit to be available in several booths displaying the talents of our many citizens.  These crafts can be sold to the public.  So Ladies and Gents put your hands together and start to put  your talents to work so you can display your goods to our citizens, on December 5, 2009.

We are also going to have a parade – a Christmas Parade  ( Download Parade Form Here )– decorate the flat bed or the Pick-up with lights and Christmas decorations and say “Merry Christmas to Wilton”.  Decorate the sheep or the Goat or your horse and say “Merry Christmas to Wilton”.  You must register for the parade the same as any other time we have had a parade.  The form is attached for your convenience.  It must be returned to me by December 1, 2009 or you cannot participate in the parade.

We have a rough draft of things to come for that day:  DECEMBER 5, 2009

7-10 AM  Pancake breakfast – Cub Scouts

10-3   Arts and Crafts displays of Christmas goods.

12-2   Hot Dogs and Chili –

4:30   Santa Arrives  on the big red Fire Engine and greets the children and the people.

5:00    Santa lights the Christmas tree.  We sing carols and have hot chocolate and cookies.

The Wilton History Group is celebrating Wilton History Day on October 10, 2009 at Dillard School.  We would like to give special recognition to those special students in grades 5^th through 10^th that has been kind, considerate and exceptionally helpful to others. This person could be one that has been active in the community through Scouts, 4-H, church or school activities or other community services projects in the Wilton area.

If you are enrolled in grades 5^th through 10^th and would like to nominate someone in your grade level, please call for more information. You may vote for one boy and/or one girl.

We are also sponsoring a Poster contest for ages 13-19. The poster should depict Life In Wilton-it can be past, present or future. Entries are due by September 25th.

Struggling to evict scum from your pond?  Planning to build a small pond (1/4 to 20 acres in size) on your property?  This class will help you.  Individual and /or multipurpose ponds; i.e., fishing, irrigation, swimming, and fire protection will be discussed.  Physical characteristics of a good pond, depth, islands, aeration, side slopes, as well as sealing a leaky pond will be covered.  Learn the complexities of a pond ecosystem and how to manage them from this knowledgeable instructor.

Real Estate Agents learn how to talk intelligently to your clients about one of their long time dreams.

This will be a fun and informative day. Bring lunch, lawn chair, walking shoes and note pad.

Wilton residents have been informed that California State legislation passed in 2000 is scheduled to become effective Jan. 1, 2010 and requires that all onsite septic systems, as well as domestic water wells, be inspected and tested every five years.

The program will be administrated by the State Water Resources Control Board, which estimates costs to homeowners will be $325 each for both required tests. Kathie Smith, spokesperson for the State Water Board, said, “The board surveyed throughout the state and came up with a cost average that comes out to about $12 a month.” The first round of testing will need to be completed under the regulation by 2015.

For homeowners whose septic systems are found to impair water quality, the regulations currently require these systems be retrofitted at an approximate cost of $45,000. Homeowners may also be required to file a report of waste discharge with the Regional Water Board, but may be granted a statewide waiver under certain conditions.

According to the State Water Board website at www.swrcb.ca.gov, the timeline for the implementation of the regulations states that revisions to the proposed regulations, statewide waiver and the draft environmental impact report (EIR) will be completed by April.

After another 30-day comment period in August, the legislation will go into effect on the Jan. 1, 2010 date. The website also provides in-depth analysis of the proposed regulations.
